　　中新社北京4月26日电 (记者 黄钰钦 梁晓辉)十四届全国人大常委会第九次会议26日表决通过了关税法。这部法律将对接国际高标准经贸规则，健全完善关税征收管理制度，自2024年12月1日起施行。

　　作为中国制定的关税专门法律，关税法保持现行关税税制基本稳定、税负水平总体不变，完善现行制度和有关政策内容并上升为法律。关税法共7章72条，包括总则、税目和税率、应纳税额、税收优惠和特殊情形关税征收、征收管理、法律责任、附则。

　　全国人大常委会法工委经济法室副主任王翔介绍，关税法在内容上对接国际高标准经贸规则，健全完善关税征收管理制度。具体而言，关税法总结海关通关便利化改革经验，明确关税征收管理可以实施货物放行与税额确定相分离的模式；规定纳税人、扣缴义务人可以按照规定选择海关办理申报纳税；将实践中允许纳税人、扣缴义务人汇总缴纳税款的做法上升为法律规定。

　　此外，关税法将纳税人发现多缴税款时申请退税的期限由1年延长为3年；明确海关发现多征税款的应当及时退还纳税人；适应对外贸易新业态新模式发展需要，规定关税征管应当提升信息化、智能化、标准化、便利化水平。同时，适应关税征管需要，对海关依法追征税款、滞纳金，实施关税征收强制措施和强制执行，涉税信息查询等作了规定。

　　据悉，1985年中国国务院发布进出口关税条例，其后多次作出修改完善。1987年海关法设“关税”一章，对关税有关问题作出规定。随着关税法制定出台，中国现行18个税种中已有13个税种制定了法律，税收立法再进一程。(完)
